Fish tank filter pump not pumping water?

i have an Aqueon power filter 20 and i went to change the filter and it wont pump water anymore. the motor is running and i cleaned it and everything but no water i coming down the little waterfall. i has no suction unless submerged completely which wont work. What's wrong with my filter?
