Is it even worth liking him?

I started going on dates with this guy 2 months before he left for Coast Guard boot camp. I wrote him about 5-6 letters during the 8 weeks that he was away and he managed to write one back to me. I thought that he cared a lot about me because he talked a lot about me to his mom and he told me that he needed someone like me in his life. The day of his graduation I called him and left a message congratulating him about his accomplishment. He text me back saying that he couldn't call me back because he was with his family at a party. I knew that he was busy so I didn't pester. This morning I tried calling again and he then text me again saying that he was eating with his family. After a couple of questions I found out that he will be deployed on one of the cutter ships for 97 days. I asked him if he would like to go to dinner before he leaves on the ship which is next week and his response was "ya it's possible, I don't know though because I have a ton to do and not enough time to get it all done". I understand that he is super busy and all but a dinner doesn't take that much time right!? Should I just get over him and move on? Am I wasting time getting emotionally invested? He will be back in 3 months but it seems like he doesn't even want to talk to me let alone see me.
