Canon 40D refusing to take photos at slow shutter speeds?

For some reason, when the shutter speed is slow (like 1/15 second) and the camera isn't mounted on a tripod, the camera won't take a photo when the shutter is pressed. It wokrs fine when on a tripod, so I ume there's some anti-camera shake safety setting in place, but i can't figure it out. Any advice?
